How do I become better while having other things on my mind like dance and school?
Ive tried many apps bc my father doesn't teach me Samoan and I want to be the first child to speak Samoan and pass it down. Ive tried lots of apps but eventually forget or get too busy

Not sure if you've already tried this or if you have the time too, but I've found that writing down what I've learnt helps a lot with memory and practice. Writing it down gives me some extra reinforcement in memorising words, and it also helps as you can take your writings anywhere as an answer-sheet for if you want to practice but need answers and you can't use the app.

Talofa lava! I suggest using Sāmoan words as much as possible and try to relate them to the other activities you are doing! This will not only help you learn more specific words that may be useful, but also will keep your brain switching to sāmoan more often which will help build elasticity. For example, especially in dance (Siva) you can try repeating the sāmoan words for movements like "around" (taamilo) or "quickly" (vave) after the english ones like i did there, count in sāmoan during routines/practice, or even find sāmoan siva moves to practice!
